Police shut a multi-storey car park and the road leading to it after reports were made over the concern of the welfare of a man in Swansea city centre on Tuesday afternoon, October 28..
Emergency services including South Wales Police and the Mid and West Wales Fire Service closed the Strand in both directions and urged members of the public to avoid the area.
A spokesperson for South Wales Police said on Tuesday afternoon: "South Wales Police was called just before 12pm this afternoon, Tuesday, October 28, following a report of concern for the welfare of a male at the multi-storey car park on High Street in Swansea.
"Specialist negotiators attended the scene and nearby roads were closed whilst officers spoke with him. The incident was brought to a safe conclusion at 2pm."

South Wales Police have reopened the road following an earlier concern for welfare involving a man in a multi-storey car park in Swansea.
A spokesperson for South Wales Police said: "South Wales Police was called just before 12:00pm this afternoon, Tuesday October 28 following a report of concern for the welfare of a male at the multi storey car park on the High Street in Swansea.
"Specialist negotiators attended the scene, and nearby roads were closed whilst officers spoke with him.
The incident was brought to a safe conclusion at 2:00pm."
Mid and West Wales Fire Service are in attendance at the scene of the incident assiting the police.
A spokesperson for the service said:
At 11.52am on Tuesday, October 28, the Mid and West Wales Fire and Rescue Service crew from Swansea Central Fire Station was called to an incident at the Strand in Swansea City Centre.
Crew members are currently assisting South Wales Police at an incident at the multi-storey car park. The road has been closed while the incident is ongoing.
Google maps show slow moving traffic on the Strand and on the roadfs surrounding the multi-story car park. High Street, where the incident occured also has slow moving traffic.
South Wales Police have said the incident is regarding an ongoing concern for welfare.
A spokesperson for South Wales Police said: "South Wales Police was called at 11.55am this morning following a report of concern for the welfare of a person at the multistorey car park on High Street.
"The incident is ongoing."
A South Wales Police spokesperson said: "We are at the scene of an incident at the multi storey carpark on the Strand, opposite the fire station in Swansea City Centre.
"The road is currently closed in both directions along the Strand.
"Motorists are advised to avoid the area and use alternative routes where possible. Delays are expected in the area."
