The Chinese Communist Party (CPC) has released its recommendations for formulating the country’s 15th five-year plan, with the full text published on 28 October 2025 by state-owned news agency Xinhua. Quantum technology, AI, hydrogen and nuclear fusion power were listed as crucial development opportunities, but there was one notable omission: new energy vehicles (NEVs).
