UPDATE (October 2, 2025):
The Clean Pass program enabled by federal legislative authorization expired on September 30th, 2025.
Beginning October 1st, 2025, vehicles currently participating in the Clean Pass program are no longer permitted to use the HOV lane without meeting HOV occupancy requirements.
The Clean Pass program was a multi-agency pilot program partnering three New York State agencies; the State Department of Transportation (NYSDOT), the State Department of Motor Vehicles (DMV), and State Department of Environmental Conservation (DEC) in conjunction with the New York State Energy and Research Authority (NYSERDA).
Clean Pass was an innovative program that allowed certain alternative fueled vehicles, including plug-in electric and plug-in hybrid electric vehicles, to use the 40-mile Long Island Expressway High Occupancy Vehicle (LIE/HOV) lanes, regardless of the number of occupants in the vehicle. This program was designed to encourage the use of environmentally friendly, fuel-efficient vehicles to promote energy independence, lower fuel consumption, and improved air quality.

Vehicles that previously qualified for the Clean Pass program may still benefit from receiving toll discounts through the E-ZPass Green Pass discount on Port Authority bridges and tunnels and the New York State Thruway. Electric vehicle drivers on Long Island can save money through PSEG Long Island’s EV programs, and New York City and Westchester EV drivers can save money through Con Edison’s EV programs.
