On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026. Applications for a scrapping premium may be submitted to the Transport and Communications Agency Traficom after the entry into force of the proposed act.
“The purpose of the premium is to improve road safety by renewing the vehicle fleet.  The vision for road safety is that no-one is killed or seriously injured in traffic. This requires a wide range of measures, including the scrapping premium. It boosts new car sales and increases the number of low-emission vehicles,” says Minister of Transport and Communications Lulu Ranne.
The scrapping premium means that private persons can get support for buying a new car, if they bring an old vehicle registered in 2015 or earlier for scrapping.  The state offers a scrapping premium of EUR 2,500 for the purchase of a new zero-emission car powered by electricity or hydrogen, and EUR 2,000 for a new car powered by another fuel type, provided its CO2 emissions do not exceed 140 g/km.
The scrapping premium scheme will run until 31 December 2027 or until the budget appropriation allocated for it has been exhausted. A total of EUR 20 million has been set aside for the scheme for 2026–2027. Upon the entry into force of the act, Traficom will be responsible for processing the applications and granting the scrapping premiums.
The aim of the scrapping premium scheme is to boost the sales of new cars and promote the renewal of the vehicle fleet. The renewal of the vehicle fleet improves traffic safety. Compared to most other EU countries, the average age of the vehicle fleet is quite high in Finland. The scrapping premium supports the goal of the National Transport System Plan, Transport 12 Plan, to improve transport safety in the long term.   The higher premium granted to zero-emission vehicles aims to increase the percentage of zero- and low-emission vehicles on the roads.
Applications for the scrapping premium can be submitted to Traficom as of 1 January 2026. The application must contain the contract concerning the order for the new car and the registration number of the old car to be scrapped. The order contract for the new car and the scrapping certificate for the old car must be dated between 1 October 2025 and 31 December 2027.
To qualify for the premium, one passenger car must be scrapped for each new car purchased. The first registration of the car to be scrapped must be in 2015 or earlier and the car must have been owned by the applicant for at least a year before the scrapping.  The car to be scrapped must have been in use on the road uninterrupted for at least 10 months during the year before the scrapping. A further requirement for the premium is that the new car has not previously been registered and is purchased for the applicant’s own use.  The new car must be first-registered in Finland.
The President of the Republic is to adopt the act on fixed-term scrapping premium scheme on 28 November 2025. The act will enter into force on 1 January 2026.
