Another wave of heavy rain smacks western Washington this week, coupled with strong winds adding concern for potential power outages.

A person is dead after being pulled from a vehicle submerged in floodwaters in Snohomish County.
The call came in at approximately 1:30 a.m. on Tuesday, in the 6600 block of Marsh Road in Snohomish.
Snohomish County Fire District 4 officials said when crews arrived, a rescue swimmer removed one victim from a vehicle in the water, and crews began CPR but the person died at the scene.
This incident marks the first death that has been reported by officials, so far, since western Washington was hit with major flooding early last week.
The Snohomish County Sheriff's Office said the driver had reportedly driven past posted road closed signs at Lowell Larimer Road and Marsh Road and continued northbound on Marsh Road into an area of flooded roadway.
"The vehicle left the roadway and entered a lower farmland/ditch area containing approximately six feet of water," sheriff officials said.

The victim is believed to be a 33-year-old man, but no other information about his identity has been released.
It's unknown if drugs or alcohol were contributing factors, officials said.
There is another round of heavy rain and wind expected Tuesday night that could bring cause more river flooding through Wednesday.
Officials warn people to abide by posted signage during emergency situations.
