The victims are understood to be Jenson Seal and Jake Neaves.
A 30-year-old man from Oxted was arrested on suspicion of causing death by dangerous driving and causing serious injury by dangerous driving.
A third teenager, who has not yet been named, remains in hospital with "life-threatening injuries", a police spokesperson said.
The driver of the Tesla was also taken to hospital with serious injuries, they said.
