New Haven Fire Department personnel and EMS from American Medical Response provided care and transported Hartman to Yale New Haven Hospital, where she was declared dead, police said.
The operator of the vehicle remained at the scene, police said. Video surveillance was obtained and it showed the vehicle traveling west on Chapel Street approaching Temple Street. It appears the vehicle went through a red light and struck Hartman, who was crossing Chapel Street from north to south on foot, police said. No arrest was made on scene, but it could occur by warrant after the investigation is complete, police said. The name of the driver was not immediately available.
The police department's Crash Reconstruction Team responded to the scene.
