CHEYENNE, Wyo. — The Cheyenne City Council is hitting the brakes on loud vehicles and putting the pedal to the metal on new developments, moving several ordinances to a city committee. Among the proposals sent for further review are plans for two annexations to make way for new housing and commercial spaces, as well as a new law designed to quiet down noisy vehicles with stiffer penalties.
The council is considering a new ordinance to address vehicle noise, excessive smoke and faulty mufflers. The proposed law, sponsored by Councilors Michelle Aldrich, Mark Moody and Tom Segrave, would replace an older section of the municipal code with stronger regulations and a graduated penalty system for repeat offenders.
The new ordinance would allow a police officer to determine if a vehicle is making an “unreasonable” amount of noise. The judgment would be based on several factors, including the time of day, location, how the vehicle is being operated and whether it has been modified with loud equipment or amplified sound systems.
Penalties would start with a fine of $100 to $200 for a first offense. For a third or subsequent offense within a 12-month period, the penalty would increase to a fine of $400 to $500, and potentially up to six months in jail.
During the meeting, Councilor Scott Roybal mentioned a recent complaint from a resident about loud motorcycles, suggesting the new ordinance could help address these kinds of issues.
The city is considering annexing 18.62 acres of land located northeast of the intersection of Frontier Mall Drive and Rue Terre Avenue. The owner, Section 20 LLC, requested the annexation June 17. The land, which is currently contiguous to city limits, is planned for a mixed-use commercial development.
A separate ordinance proposes to zone the annexed land as Community Business, which matches its current zoning classification in the county. As of Aug. 6, city planning staff had received one public inquiry about the proposal and no objections.
A new zoning map amendment also was introduced for its first reading. Bedrock Development LLC is seeking to change the zoning for a vacant 10.94-acre property southwest of the intersection of Holland Court and Ridge Road. The developer wants to rezone the land from Agricultural to Neighborhood Residential – Medium Density to allow for the construction of homes.
All of those items have been sent to the Public Services Committee for further review.
