Authorities are launching an automated electronic checkpoint system to identify vehicles circulating illegally, targeting those without insurance, unpaid traffic fees or a valid vehicle roadworthiness test (KTEO) certificate.
The first nationwide check for 2025 will use data as of June 2, 2025. From 2026, checks will occur at least twice a year, on March 1 and August 1.
Initially, the system will focus on uninsured vehicles and those falsely declared immobile. KTEO violations will be included from 2026. In its first phase, the inspection applies to private cars, trucks and two-wheelers with valid registration and a designated owner.
Fines will range from 250 to 1,000 euros, depending on the type of vehicle and violation. A digital transaction fee of 2.4 percent applies to all penalties.
A ministerial decision, co-signed by five deputy ministers and the head of the Public Administration Authority, outlines how the system will operate. A new Information system for the management of vehicle cross-checks will consolidate data from the Independent Public Revenue Authority (AADE), the infrastructure and digital ministries, the police, and insurance and vehicle management registries.
Violations will be detected using data such as chassis number, registration, ownership and inspection records. KTEO inspection status will be categorized as “successful,” “minor deficiencies” or “serious deficiencies.”
Before a fine is issued, owners may receive notifications via email, SMS or gov.gr wallet. These notifications trigger a 15-day window before a recheck. Fines are considered legally served after 10 calendar days.
Owners can file objections within 10 working days through the digital portal. Each type of violation is handled by a different authority, and decisions are issued within 30 working days. If a fine is upheld, a reinspection is required within three months. Continued noncompliance can result in the removal of license plates and registration.
Repeat offenses within three years will result in double fines and immediate withdrawal of traffic data, to be restored only after proof of compliance.
