The new rule will affect about 3,4 million owners across the state.
The legislation also establishes that the late fee in the payment of tax will be doubled 10% to 20% in 2026.

According to Treasury Department (Sefa), the objective is to offset part of the drop in revenue caused by the reduction in the tax rate.

The state hopes to recoup some of the revenue by attracting drivers who transferred their license plates to Santa Catarina, where the tax rate is 2%.
Experts interviewed by local media outlets believe that the strategy could increase tax competitiveness, but they emphasize that the effective impact will depend on the behavior of the automotive market and taxpayers’ adherence to the new policy.
With the rate of 1,9%, Paraná now has the lowest IPVA in the country for passenger cars.
The rate is lower than that of Santa Catarina (2%), São Paulo (4%) e Rio de Janeiro (4%).
The reduction of 45% was approved by the Legislative Assembly and sanctioned by the governor in September 23th, 2025, effective from January 2026.
The new legislation changes the Law No. 14.260 / 2003, which regulates the IPVA in the state, and redefines the tax treatment for passenger vehicles and similar vehicles.
The other categories taxed at 1% remain under the same regime.
Drivers of popular and compact cars, which represent the majority of the state fleet, should see a greater reduction in the tax amount.

Vehicles licensed in other states but used by residents of Paraná may be fined and required to pay the difference in tax, with penalties.

A model evaluated in R $ 60 thousand will pass from R$2.100 to R$1.140 in IPVA.
Experts say that although the values of Fipe table vary each year, the reduced percentage will guarantee tax lower than that charged in 2025 for vehicles of the same market value.
The government is betting that the return of registrations and higher compliance will help balance public accounts after the reduction.
Tax experts estimate that the result will depend on the volume of new registrations and the evolution of the active fleet in the state.
With the new rules, drivers will need to plan whether to pay the IPVA cash with discount ou installments will be more advantageous — and evaluate how the tax reduction may influence the permanence of the vehicle registered in Paraná from 2026 onwards.
