On November 18, the Texas Department of Motor Vehicles announced that “foreign passports will no longer be accepted to title a vehicle in Texas unless they include a U.S. Department of Homeland Security (DHS) stamp or mark confirming lawful admission into the United States.”
The decision comes after State Representative Brian Harrison discovered the loophole and brought up concerns about the safety of it.
“It endangers drivers on Texas roads,” said Harrison to local CBS news affiliate KTVT.
“They were accepting any passport, not just an American passport, any passports well as driver’s license from other states that acknowledge they are issuing driver’s licenses to illegal aliens, so I was just gobsmacked.”

In addition to making roads safer, Harrison argues that Texans will ultimately save money as a result thanks to lowered insurance premiums triggered by the allegedly safer roads.
However, other Texans are worried that this decision will not only cost them money, but their livelihoods.
“If I can’t collect a payment, I’m gonna have to close my doors down,” explained dealership owner Steve Banda, who says 80% of his customers are undocumented immigrants.
This overwhelming majority of his customer base will no longer be allowed to buy or keep the vehicles they bought from Banda and are still paying off.

“There’s a lot of accounts out there right now, so that means there’s gonna be a lot of repossessions coming, and that means we’re gonna take a big hit,” added Banda.
Banda furthered that the effects of this change in policy could be so widespread as to negatively impact not just dealers, but also mechanics and insurance companies which serve undocumented immigrants.
