Texas is making it tougher for some to register their vehicles and certain El Pasoans may soon be unable to register their rides.
A new law has already kicked in regarding vehicle registration in Texas and it is aimed, (primarily), at Texans who are not in the USA legally. A llophole in Texas' policy has allowed that up until now.
From here on though, Texas drivers, who are not citizens, are out of luck.
Up until now, all Texas drivers had to identify themselves to register their vehicle(s) but the process was not strictly adhered to and contained a loophole that allowed illegal aliens to register. Passports, for example, were accepted even if they were expired.
The DMV’s list of approved identification sent to dealers and counties includes: a Texas driver’s license; an unexpired U.S. passport; Texas License To Carry identification; and IDs issued by the U.S. military, Department of Homeland Security, Citizenship and Immigration Services and Department of State.- texastribune
Current, valid, visa's and permanent resident cards are part of the approved Department of Homeland Security/Department of State 'docs that can be accepted.
The new rules are already in effect. They were sent out November 18th and were declared "effective immediately. Autoblog predicts that the new rules will only lead to more unregistered and/or uninsured vehicles taking to Texas highways.

Here in El Paso, cars registered in Juarez or New Mexico have been skirting around the registration/inspection sticker laws for years. Military personnel, temporarily assigned to a post in Texas, may keep their home state registration as long as it is current.
Those who choose to stay here after their service must get a Texas registration within 30 days of "officially" moving here.
