Blacktown Police Area Command Superintendent Andrew Gorman said the pedestrians, aged between 20 and 30, had "significant injuries".
"A westbound vehicle had collided with an eastbound vehicle, and the eastern-bound vehicle then collided with a number of pedestrians who were on the southern side of the intersection," he said.
"It will form part of the investigation; speed and the traffic control signals at that intersection."

Abu Naser Kabir has been in the area for nearly 10 years.
He said Bungaribee Road was always busy and while there had been incidents in the past, they had "not been this bad".
"Unfortunately, in this intersection we've seen a lot of accidents … I believe this intersection needs to be improved significantly," he said.
Blacktown Police Area Command have established a crime scene and the Crash Investigation Unit are investigating.
