Passers-by rushed to pull the 24-year-old driver and a 19-year-old man sitting in the backseat from the wreckage.
The other two passengers were trapped.
Both men — believed to be in their 20s — were freed by firefighters and taken to John Hunter Hospital with critical burns, where they later died.
The driver remains under guard in hospital, where they are receiving treatment for minor injuries.
The other surviving passenger has also been admitted.
